Senior Program Analyst - VBA MYP Lead
Marisa Prugsawan is a Senior Program Analyst within the VBA Office of Business Integration (OBI) Business Investment Management division responsible for Customer Success Management supporting VBA business planning of IT initiatives with a multi-year focus and Portfolio Planning for VBA's IT Investment Management Strategy and supports the Multi-Year Planning for VBA's portfolio of IT business needs. She is the lead in this space which includes a strategic approach to cultivating partnerships across VA enterprise supporting strategic investment planning, solutioning containing budgetary resources, acquisitions, and business requirements, and execution and advocacy for initiatives acceleration and escalation. All areas focusing on obtaining optimal business outcomes by advocating stakeholder’s needs and managing business development efforts. These foundational areas support the mission critical success rates of programs and benefits provided to Veterans and Beneficiaries.

Marisa is an Oregon Federal Executive Board Leadership Graduate of 2018 and a Leadership VA 2019 Fellow. She has served as mentor to others throughout VBA’s leadership programs. She has a summation of 12 years with the VA and specifically VBA directly tying to strategic planning, investment planning, and business development of VBA's portfolio of programs supporting Veterans, Beneficiaries, and Survivors. During her career, Marisa has delivered high profile, high value and high impact programs, projects, and priority efforts supporting VBA and VA’s strategic plans and initiatives. This range includes: Strategy to execution and the Business Systems Architecture Vision and Integration (B-SAVI Model) with VBA’s OBI Business Architecture Program. Business Lead and Partner to OIT on Multi-Fiscal Year IT Business Priority Project - Financial and Accounting System (FAS) Redesign replacing the system processing paying/delivery of over $80 billion in benefits to approximately 6 million Veterans annually. Within the Veterans Claims Intake Program (VCIP) managed one of two primary scanning contracts valued at more than $37 million annually producing in 2018 392M images and total of 65.9M documents digitized and uploaded into the VBMS, lead program contract lead in implementing centralized intake solutions of Centralized Benefits Communications Management (CBCM) Phase 1 Centralized Printing for all 56 Regional Offices saving over $1.12M in postage costs in 2018, and the Business Lead and Partner to OIT Chief Technology Officer (CTO) office to development and in implementation of the Benefits Intake Application Program Interface (API) - critical to expanding VBA’s capability to receive electronic claims documents from third party external VA systems improving how our VSO partners send us information electronically. Implemented successfully within one year at the Philadelphia-Wilmington VA Regional Offices process improvement protocols as project lead for execution of all recommendations from congressional oversight stakeholder site visits, 8 Inspector General Reports, and quarterly congressional field hearings held onsite held - all within the 12-month period. Implemented the local Public Affairs program to support national initiatives of Veterans Town Halls and Claims Clinics, and MyVA initiatives improving the Veteran Experience and Employee Experience. Strategic Lead and Organizational Change Management Program Lead within the Veterans Benefits Management System (VBMS) Program Management Office (PMO) Stakeholder and Organizational Change Management (SOCM) division responsible for change management and lead change management with 56 ROs and over 20K claims processors during VBA Transformation of processing claims in paper to one electronic claims processing system, VBMS in 2012. During her time with the VBA Central Office of Human Resources primarily managed projects redesigning HR recruitment and staffing processes, and budget programs.
